We are seeking an experienced and compassionate HOAP and IHR Team Lead to provide leadership to our outreach and housing response programs.
About the Role
The HOAP and IHR Team Lead oversees teams delivering the Homeless Outreach Access Program (HOAP), Immediate Housing Response (IHR) and HOAP for Pets services. The role supports staff working directly with people experiencing homelessness and housing instability through outreach, case management and housing-focused interventions.
Key Responsibilities
- Provide leadership, supervision and coaching to outreach and housing staff.
- Support quality service delivery using strengths-based and trauma-informed approaches.
- Monitor program performance, reporting and contractual requirements.
- Support workforce capability, reflective practice and learning.
- Build relationships with government, community and sector partners.
- Drive service innovation and continuous improvement.
- Ensure compliance with funding, legislative and organisational requirements.

What We’re Looking For
- Degree qualifications in Social Work, Human Services, Psychology or a related discipline, or equivalent experience.
- Leadership experience in homelessness, housing or community services.
- Experience managing teams and achieving service outcomes.
- Strong assessment, risk management and problem-solving abilities.
• Highly developed stakeholder engagement skills. - Commitment to person-centred, culturally safe and trauma-informed practice.
- Excellent communication and organisational skills.
Working Hours
Rotating roster:
- Two weeks: 8:00am to 4:06pm
- Two weeks: 12:00pm to 8:00pm
The role operates across Encircle’s Lawnton, Kallangur and Redcliffe sites on a rotational basis.
