Barb Power OAM – Chief Executive Officer

Barb brings to the role of Chief Executive Officer extensive experience in various roles in the community services sector, spanning 30 years.

Her experience ranges across various roles such as Child Sexual Assault Counsellor to senior and executive leadership roles working to improve the lives of vulnerable people.

Barb is a strong believer in child and human rights and was awarded an Order of Australia Medal (OAM) in recognition of her contribution to child safeguarding. Her approach to leadership is relationally based and informed by the principles of social justice, inclusion, access and equity.

Barb is proud to be leading the team at Encircle and working with the Moreton Bay and North Brisbane communities.

Current Qualifications: BA (Soc), Masters Professional Education (MPET)


Robyn Rose Encircle Executive Team

Robyn Rose – Counselling and Families Manager

Robyn oversees the Counselling, Family Support Program and Young Parents Program.

Robyn has extensive experience as a Senior Manager in the Not-for-Profit sector particularly across community and counselling related services. Starting work in the community sector as a volunteer and moving into paid roles she has been a leader in many settings.

Working in different sectors has provided Robyn with an understanding of a range of service delivery models.

With the personal belief that “we are all in this together” Robyn is passionate about leading the Counselling and Families team as they provide support to the Moreton Bay and Brisbane North communities.

Current Qualifications: Bachelor of Social Science (BSocSc), Masters of Social Science (Counselling)


Nicole Annetts Encircle Executive Team

Nicole Annetts – Corporate Manager

Nicole is a Chartered Accountant with a diverse career spanning both the corporate and not-for-profit sectors. She has held roles in Melbourne, London, and Brisbane, building broad expertise in financial reporting, control, and management.

Passionate about serving the Moreton Bay community she calls home, Nicole is committed to supporting those most vulnerable and contributing to meaningful local impact.

As the leader of the Corporate team at Encircle, Nicole is proud to support the organisation’s programs and the effective delivery of vital services to the community.

Latha Elenkovan Encircle Executive Team

Latha Elenkovan – Community Legal Services Manager

Latha is the Principal Solicitor and Manager of the Pine Rivers Community Legal Service (PRCLS)

Latha is an experienced Solicitor with a demonstrated history of working in various capacities in the legal industry in Queensland, South Australia and Singapore.

PRCLS is a generalist community legal service providing free information, legal assistance and referral, support with representation and casework, community education, and advocacy for vulnerable clients in the Moreton Bay and North Brisbane regions who are facing legal problems.

Current Qualifications: Bachelor of Laws and Legal Practice, Diploma in Law and Management


Dean Cotter – Acting Housing and Neighbourhoods Manager

Dean Cotter is a proud First Nation Murri Warri man and a passionate advocate for housing stability and community empowerment.

His career has predominantly focused on Family Wellbeing programs and First Nation family support initiatives, while also overseeing programs addressing domestic and family violence (DFV), youth development, and mental health. This diverse experience has shaped Dean’s holistic and culturally responsive approach to supporting individuals and families through complex challenges.

Dean’s core values include empathy, collaboration, and empowerment. He strives to create solutions that are person-centered and culturally informed, ensuring that housing support is not just about crisis management but about building long-term stability and wellbeing.
